Cheung Chau Residents Association,1941

Cheung Chau Residents Association is a relic from Second World War set up by Japanese army in the name of Greater East Asia Prosperity Circle.

Then Colonial Government in 1950′s stopped recognising this organisation due to big chaos in election of its official, according to Austin Coates, Assistant District Officer of New Territories South at the time.

Rivalry within Cheung Chau Residents Association caused the administration unable to transfer fund raised by leasing from Wong Wai Tsak Tong property for its operation, to proposed Cheung Chau Rural Committee, recorded by James Hayes, Assistant District Officer of New Territories South in 1960.

Worse still, James Hayes remarked, Cheung Chau Residents Association remained in control of management for Fong Pin Hospital, and transferred the dragon boat shed next to Pak Tei Temple to Dragon Boat Association.

Cheung Chau Rural Committee 1960

Austin Coates , Assistant District Officer of  New Territories South of Colonial Government of  Hong Kong  recorded in 1950’s that then Government recognised Cheung Chau Residents Association as the only official organisation to represent Cheung Chau interest.

Cheung Chau Residents Association is the relic from Second World War set up by Japanese Army in the name of Greater East Asia Prosperity Circle.

For the sake of smooth administration of Cheung Chau after the war, British military allowed it unchanged and keep its organisation as well as its name.

Up until early 1950’s, Government stopped recognising this organisation and cut off communication with it after a big chaos in election of its official.

Then Colonial Government was planning to set up a new official body called Cheung Chau Rural Committee, and to transfer the fund raised by leasing from Wong Wai Tsak Tong’s properties for its operation to be managed by Cheung Chau Rural Committee.

The Government, however, took quite a few years till 1960 to complete the setting up of Cheung Chau Rural Committee.

In between, Cheung Chau Chamber of Commerce took over the job of liaison with Government.

Cheung Chau Seafood Restaurant at Seafront

In a Legislative Council meeting on Feb 1st, 2012, Dr. Raymond Ho, a legislative councillor, questioned the authorities if they were aware of the

foul odour in Cheung Chau and Lei Yue Mun  typhoon shelters where many restaurants are famous for offering seafood by sea shore, and are famous attractions for tourist.

Secretary of Environment, in a written reply, stated that for the last 3 years, none of Environmental Protection Department (EPD), Drainage Services Department (DSD), and Food and Environmental Hygiene Department (FEHD), have received a single complaint on this issue.

EPD has been keeping close eyes on Cheung Chau and Lei Yue Mun seafront restaurants on potential polluted discharge into storm water drains.

Frequent check on grease trap and septic tank are carried out by EPD and FEHD.

DSD has also been paying close attention to contaminated sediment at public storm water drains, and desilting was carried out to prevent their discharge into water front.

He went on to say monitoring results showed that water quality of Cheung Chau Typhoon Shelter was good over the past 3 years (2009-2011).

Cheung Chau Theatre, 1931

Cheung Chau Theatre, 1931

In assessment report of Antiques and Monuments Office, it is stated Cheung Chau Theatre was built in 1931, owned by Mr Yiu.

Silent movies were shown in the 1930′s, someone was sitting on the side to explain the movie content during the show.

Cheung Chau Theatre ceased operation in 1990′s , the premises has been abandoned until now.

In its 60 years of history, except for the period during Second World War, it provided memorable entertainment to Cheung Chau residents.

Its architecture was described as down to earth, and also forming an integral part of the neighbourhood and community.

Cheung Chau uproar on Shek Kwu Chau Incinerator

In view of public concern on Shek Kwu Chau proposed Incinerator, Government presents public consultation result through Panel of Environmental Affairs of Legislative Council on March 26th, 2012.

Cheung Chau representatives actively expressed their concerns.

Cheung Chau Kaifong Society, Ms. Kwong Wai-kuen opposed to the notion a low cost version at Tsang Tsui Ash Lagoon is not adopted where as a high cost version is recommended in Shek kwu Chau with massive reclamation impacting environment negatively. On top of it Cheung Chau feng shui is adversely affected.

Chairman of Cheung Chau Wei Hoi Luk Clansmen Ltd, Kwong Sai-loi, opposed with concern on air pollution with toxic pollutants, construction leading to undermining eco-tourism in Cheung Chau and to destruction of Chinese White Dolphin habitat.

Effort should be made to reduce and recycle waste as incinerator is not imminent.

Chairman of Cheung Chau Ching Wa Sports Association Limited, Siu Ka-mum, opposed it for its proximity to Cheung Chau and potential health threat. He added that maintenance cost would be high with desalination and waste water treatment facilities.

Most effective way to tackle waste problem was through reuse, recovery and recycling.

Chairman of Cheung Chau Tai Sun Street Kaifong Society, Johnny Hung, stronly opposed to it for its further erosion of fishing ground, negative impact on Cheung Chau tourism. More importantly, the EIA is based on outdated bechmark.

Chairman of Cheung Chau Chinese Merchant Association, Kwong Kwok-wai, concerned with high construction cost and its effectiveness, as well as transport network and supporting facilities.

Chairman of Cheung Chau St. Heart School alumni, Wong Pak-ling, asked the Government to withdraw the development completely given its negative impact on Cheung Chau in terms of health and its proximity.

This development is also offensive to deity and ancestors given its location facing Pak Tai Temple and Cheung Chau Cemetery.
